SARAJEVO, 24 Aug (Hina) - The decision of the Provisional Election
Commission in Bosnia-Herzegovina regarding the registration of
voters and September elections would not be known before Tuesday,
OSCE spokeswoman in Sarajevo Agota Cuperman told reporters on

She refused to say what measures had been considered so far,
but stressed that members of the Commission had to reach full
agreement on a very delicate issue.
Although it had been announced that the decision on whether
voting on P-2 form would or would not be allowed would be
publicized today, Cuperman said that the head of the OSCE mission
in Bosnia, Robert Frowick was still not able to announce it.
The disputable P-2 form allows voters to vote in
municipalities in which they did not live in 1991. According to
some officials this would legalize ethnic cleansing.
According to the Bosnian Serb media, the Serb representative
in the Provisional Election Commission strongly opposed the idea of
postponing municipal elections, while the leading Muslim Party of
Democratic Action (SDA) and the majority of opposition parties in
the Federation threaten to boycott the elections if measures are
not taken to prevent the legalization of ethnic cleansing.
The Serb Democratic Party (SDS), on the other hand, threatens
to boycott the elections in case the registration of voters on the
basis of the form P-2 is annulled.
