The OSCE would carefully watch actions of local authorities in all municipalities, Frowick said. adding that if from now to September 14 special efforts were not undertaken to speed up the return of refugees and displaced persons and to ensure democratic freedom, the OSCE would take necessary measures during the checking of election results. That meant that the OSCE had the right to annul the elections, including the election of certain candidates, Frowick said. (hina) lm 191841 MET aug 96
