SARAJEVO, Jun 21 (hina) - The signing of the Dayton Accords has not
removed the causes of the war in Bosnia-Herzegovina, UNHCR special
envoy to former Yugoslavia, Soren-Jessen Petersen, told a Sarajevo
press conference on Friday. #L#
"Political leaders, who are responsible for this war and its
dire consequences, are persistent in pursuing the ethnic division
of the country," he said.
"This is the main reason why there has been no serious attempt
to organise the return of refugees," he said.
"The obstruction of the freedom of movement is only a means
for achieving war objectives in peace-time," he said, echoing
Klausewitz.
90 thousand refugees have returned to Bosnia-Herzegovina in
the past six months, but almost as many have left their homes as a
result of intimidation or organised resettlement, according to
Petersen.
"At this juncture, the international community should exert
additional pressure on all sides in Bosnia to comply with their
obligation, particuarly the obligation to ensure the full freedom
of movement," Petersen said.
Meanwhile, UNHCR has decided to recommend to European
governments not to repatriate Bosnian refugees until all conditions
were ripe for their return. A contrary course might destabilise the
fragile peace in the region, Petersen assessed.
UNHCR has also decided to initiate a special project for the
return of refugees to 19 areas in Bosnia-Herzegovina.
However, Petersen warned that a mass return was not to be
expected unless those responsible for the war were ousted from
power after the incoming elections.
