Vrkic warned Klein of the necessity to stop the recruiting
which "could not be explained in any other way other than as a
violation of the Dayton and Paris agreements".
Vrkic asked Klein to undertake all measures to stop the
recruiting of Croatian citizens into a foreign country army. Since
many of these citizens were of Hungarian, Slovak and other
nationalities, the recruiting violated their ethnic minority rights
provided for in Croatia's constitution.
