in Mostar on Monday issued a statement in which it informed
citizens about details regarding the elections which had been set
for may 31 by the EU Commissioner for Mostar, Ricardo Perez Casado.
The Committee consists of a president and five members - three

"The rules regulate elections for councilors in the City
Assembly and the Assembly of six Mostar municipalities.
Out of the 48 members of the City Assembly, half of them are
to be elected from a list which is available for the whole town,
and half from every one of the six municipalities (four members
from each).
16 seats are envisaged for Croat representatives, 16 for
Moslem representatives and 16 for the rest. Out of the 16 seats
envisaged for the rest, 11 seats are to be void in the transitional
period.
In the Assembly of the (six) Mostar municipalities, 25 members
are to be elected and the ethnic composition of the councilors is
to be established according to the 1991 census," the statement
said.
"Active and passive electoral rights have only those who were
registered in the 1991 census in the Mostar municipality and who
still have residence in Mostar during the elections, which is
registered in the electoral regulations," the statement said.
"The electoral registers will be published by May 10 1996, and
anyone who demands electoral rights may ask from the City electoral
committee to be registered in the electoral registers, with
essential evidence, 15 days before the elections at the latest,"
the statement said, adding "If the citizen changed his residence
legally and voluntarily after the 1991 census, he has the right to
be registered in the electoral registry of that municipality where
his new residence is and there he can exercise his electoral
rights."
