SARAJEVO, Apr 26 (Hina) - The UN relief agency (UNHCR) officials
have requested the Bosnian Government and Serb authorities to sign
a special agreement providing for the organised return of displaced
people.
The agreement, based on the principles outlined in the Dayton
Agreements, resolves certain technical aspects of the return of the
displaced, UNHCR spokesman Mans Nyberg said in Sarajevo on Friday.
"For three months, we have been trying to make it possible for
groups of refugees to visit their homes or cemeteries as a first
step toward an organised return. In nine out of ten cases, such
attempts failed due to obstruction from the local authorities,"
Nyberg said.
Four such incidents occurred yesterday, according to Nyberg.
The most serious one took place in the village of Mahala (northern
Bosnia), where a group of 250 Moslems engaged with a group of 150
Serbs.
Serb police yesterday stopped a group of 100 Croats from
visiting the Modrica cemetery.
