$ GOVINA, SCHWARZ-SCHILLING MOSTAR, Feb 11 (Hina) - The President of the Federation of Bosnia- Herzegovina, Kresimir Zubak, on Sunday sent a letter to the political mediator in disputes in the Federation, Christian Schwarz-Schilling.
The reason for Zubak's letter is the situation in Mostar, which was caused by the EU Administrator of Mostar Hans Koschnik's decision on the administrative and territorial organisation of the city.

MOSTAR, Feb 11 (Hina) - The President of the Federation of Bosnia-
Herzegovina, Kresimir Zubak, on Sunday sent a letter to the
political mediator in disputes in the Federation, Christian
Schwarz-Schilling. The reason for Zubak's letter is the situation
in Mostar, which was caused by the EU Administrator of Mostar Hans
Koschnik's decision on the administrative and territorial
organisation of the city. #L#
Here is the full text of the letter, carried by the Croatian
news agency Hina:
'I am addressing you as political mediator in disputes in the
Federation of Bosnia-Herzegovina and its proven friend in
connection with the events in Mostar, caused by the arbitration in
the administrative and territorial organisation of the city.
I hold that the German public and the German Parliament are
not sufficiently informed about all the facts which relate to the
situation, which resulted in a real anti-Croat campaign.
Although the organisation of the city is a legal issue, it is
also a political one. Since during your mission you have shown full
conviction that agreement should be reached on even most sensitive
issues, I invite you to visit Mostar so that you could get informed
about the following issues:
1. the decision on Mostar of the EU Administrator of Mostar
Hans Koschnik
2. Constitutional provisions of the Federation of Bosnia-
Herzegovina
3. Brussels Memorandum on Mostar
4. the part of the Dayton Agreement relating to Mostar
5. and especially with nine conclusions of the trilateral
meeting between the foreign ministers of Germany, Croatia and
Bosnia-Herzegovina - Klaus Kinkel, Mate Granic and Muhamed
Sacirbegovic respectively. I would like to stress here Item 2 which
says: "The Dayton agreement, including the Annex on Mostar, has to
be fully implemented".
"I hold that your role could be of great importance, since you
could objectively inform the German public, Parliament and other
factors of the German Government about the situation in the city",
the letter said.
