EU MINISTERIAL COUNCIL INSISTS ON RELEASE OF ALL POWS IN BOSNIA

BRUSSELS, Jan 30 (Hina) - The European Union council of foreign ministers called on all parties in Bosnia-Herzegovina to fulfill their obligations under the peace agreement regarding prisoners-of- war exchanges. The deadline for the release of all war prisoners had expired on January 19, 1996. The EU ministerial council voiced concern about the problem of missing people. The ministerial council, that discussed on Monday the situation in the former Yugoslavia, also reminded that a deadline for the withdrawal of foreign troops from Bosnia-Herzegovina had passed, and it asked concerned parties to observe the agreement provisions on this matter. In the conclusions the council expressed satisfaction with cooperation between the parties and NATO-led IFOR force in Bosnia- Herzegovina. The EU ministerial council supports EU Administrator of Mostar, Hans Koschnik, in his determination to make all necessary decisions on establishing new municipal structures and organizing elections, in case no compromise has been made. The council confirms the connection between a settlement to the issue of Mostar and the strengthening of the Federation. The council believes that the political stability of the region includes the establishment of good relations between the neighbouring countries and economic ties among those countries that have emerged in the former Yugoslavia. The council holds that the international community can help improve those relations by making great efforts in reconstruction of the countries in question. The council also draws attention to the fact that the PHARE programme should direct its activities toward Croatia and Bosnia-Herzegovina, particularly by stimulating projects aimed at reconciliation. The EU ministerial council supports a proposal of the European Commission to participate into reconstruction of eastern Slavonia so that the peace process and reconciliation between Croatian and Serb communities can be sustained and implementation of UNTAES mandate facilitated.
