news agency Hina on the roles and functions of the High
Representative envisioned by the Dayton Agreement and United

Here is the text of the statement:
"The United Nations Coordinator, who will be based in
Sarajevo, will oversee the work of the International Police Task
Force and will liaise with Carl Bildt. The U.N. Coordinator will
also work closely with the High Commissioner for Refugees, the U.N.
Centre for Human Rights and other organisations involved in
humanitarian activities outlined in the Dayton Accords. The
Coordinator has not yet been appointed.
Annex Ten of the Dayton Agreement (Article 1.2) sets out the
functions of the High Representative. He is to 'facilitate the
parties' own efforts and to mobilise, and as appropriate,
coordinate the activities of the organisations and agencies
involved in the civilian aspects of the peace settlement'.
According to Article 2 of Annex Ten, the High Representative
is to maintain close contact with the Parties and to 'promote their
full compliance with all civilian aspects of the peace settlement
and a high level of cooperation between them and the organisations
and agencies participating in those aspects'. He will also
coordinate the activities of the civilian organisations and
agencies in Bosnia-Herzegovina. In addition he will report
periodically to the United Nations, the European Union, the United
States, the Russian Federation and other interested governments,
parties and organisations.
On 8 December the Peace Implementation Conference in London
approved the designation of Mr Carl Bildt as the High
Representative.
