mission in Osijek on Thursday evening.

Speaking of working concept of the U.N. transitional
administration, Fisher stressed that one of the ways to implement
the new U.N. mandate would be in establishing of the joint
commissions and implementation committees to deal with issues of
transitional police force, civilian administration, public
services, return of the displaced people, human rights, and
conducting the elections.
"The committee should comprise the representatives of the
Croatian government, the local Serbs, ethnic minorities in the
area, and local Croatian authority," said Fisher, adding that the
UNTAES offices would be established in Osijek, Vinkovci, Beli
Manastir and Vukovar, along with liaison offices in Zagreb and
Belgrade.
U.N. military commander in the area, General Freddy wan de
Weghe, said that military part of the UNTAES would oversee the
demilitarization, the return of the displaced people and "to
contribute to peace-keeping and implementation of other parts of
the peace agreement."
