CLINTON INDENTIFIES RESPONSIBILITIES OF EACH SIDE IN BOSNIA

( Editorial: --> 0526 ) SARAJEVO, Dec 23 (Hina) - Monday's visit of US President Bill Clinton to Sarajevo is of exceptional importance for the further implementation of the peace agreement, head of the office of the Croat member of the Bosnia-Herzegovina Presidency, Martin Raguz, said. During his official talks with members of the Presidency, Clinton had been open and concrete above all expectations, and had identified each side's individual responsibilities for the implementation of the Dayton Agreement, Raguz said. "The Bosniac (Moslem) side is criticised for its non-readiness for a true division of power and for aspirations to dominate, which Croats have been warning about time and time again," Raguz said. Clinton told the Serb member of the Presidency, Momcilo Krajisnik, that Washington held the Serb side responsible for the obstruction of the functioning of joint bodies of authority of Bosnia- Herzegovina, as well as for the obstruction of the return of refugees. "During talks with Kresimir Zubak (the Croat member of the Presidency), Clinton assessed that the Croatian side had not put its heart into the implementation of the Dayton Agreement. He especially requested the removal of the remainder, as he put it, illegal structures of authority, as well as the establishment of a multi-ethnic authority in Mostar," Raguz said. The Sarajevo "Avaz" daily said that Clinton's meeting with the chairman of the Presidency of Bosnia-Herzegovina, Alija Izetbegovic, had lasted some thirty minutes while his meeting with Zubak and Krajisnik had been twice as long.
