TALKS ON CROATIA-BOSNIAN FEDERATION SPECIAL TIES TO CONTINUE ( Editorial: --> 0545 )

( Editorial: --> 0545 ) SARAJEVO, Nov 13 (Hina) - Croatian President Franjo Tudjman's special envoy for the relations with the Federation of Bosnia- Herzegovina and Bosnia-Herzegovina, Franjo Greguric, said on Thursday at the end of his two-day visit to Bosnia that negotiations on the establishment of special relations between Croatia and the Croat-Moslem Federation would continue in order to achieve a satisfactory solution for both sides. "Now a calmer time has come and the (Croatian) proposal is being considered soberly and with the good intention to find in it everything that can contribute to faster and better promotion of cooperation between Croatia and the Bosnian Federation and between Croatia and Bosnia-Herzegovina," Greguric said at a news conference expressing his optimism. On Thursday, Greguric held talks with Bosnia-Herzegovina's collective Presidency's President Alija Izetbegovic, the Croat member of the Presidency, Kresimir Zubak, and the Federation's Vice President, Ejup Ganic. The Croatian diplomat also held meetings with Roman Catholic Cardinal, Archbishop of Sarajevo, Vinko Puljic, and the President of the Croat cultural society "Napredak", Franjo Topic. Following first reactions "that were opposite", the Croatian proposals on special relations were "at today's talks viewed as very important and interesting and as an initiative that cannot be rejected," Greguric said, adding that "however, it is certain that there are some parts which should be discussed and to which Bosnia- Herzegovina's party will probably respond with its proposals," Greguric said after his talks with top Bosnian officials. Greguric added that during Thursday's one-hour talks, Izetbegovic handed him a personal letter for Tudjman in which he presents his proposals for the solution of the issue of special relations. "Mr. Izetbegovic stressed, however, that it was his personal proposal and not the stand of the Bosnian Presidency that is yet to discuss the Croatian proposal and take an official stand which will be forwarded to Croatia," Greguric said, adding that legal leaderships rather than individuals should present a joint stand. Commenting on the views of the international community on the presented Croatian draft agreements, Greguric said that they had been mainly hasty. He expressed assurance that the situation would be considerably changed after Thursday's talks as he expected a complete and thorough interpretation of the draft agreements.
