ZAGREB, Nov 5 (Hina) - Following is the full text of the Draft
Agreement on the Establishment of the Inter-State Council for
Cooperation between Croatia and Bosnia-Herzegovina, which Croatia
presented on Wednesday to senior officials of Bosnia-Herzegovina
and the Bosnian Croat-Moslem Federation, Contact Group
ambassadors, the EU chairman and ambassadors of the Security
Council permanent member states:
AGREEMENT ON THE ESTABLISHMENT OF THE INTER-STATE COUNCIL FOR
COOPERATION BETWEEN THE REPUBLIC OF CROATIA AND BOSNIA AND
HERZEGOVINA
The Republic of Croatia and Bosnia and Herzegovina (hereinafter
"the Parties")
Bearing in mind the General Framework Agreement on Peace in Bosnia
and Herzegovina, and in particular Article V of, and Annex 4 to, the
Agreement,
Recalling in particular Articles III and IV of the Constitution of
Bosnia and Herzegovina,
Aiming to promote good neighbourly relations,
have reached the following Agreement:
Article 1
The Parties confirm their determination to advance their good
neighbourly relations on the basis of friendship, trust,
cooperation and respect of the interests of both Parties, in
accordance with the General Framework Agreement for Peace in Bosnia
and Herzegovina (the Dayton Agreements).
Article 2
In order to advance mutual cooperation, the Parties hereby
establish the Inter-State Council for Cooperation (hereinafter
"the Council").
Article 3
The Council will provide for mutual consultation, planning and
coordination of activities of mutual interest to the Parties, in
particular in the following fields:
- in relations with third countries, international organisations
and associations;
- cooperation with the international community in the
reconstruction and development of the Republic of Croatia and
Bosnia and Herzegovina;
- dealing with issues of succession to the former SFRY;
- other matters of common interest within the competence of the
joint institutions of Bosnia and Herzegovina envisioned by the
Constitution of Bosnia and Herzegovina.
Article 4
The Council will consist of five members, the Minister of Foreign
Affairs and the Deputy Minister of Foreign Affairs of the Republic
of Croatia, and the Minister of Foreign Affairs and two Deputy
Ministers of Foreign Affairs of Bosnia and Herzegovina.
The Parties will appoint the members of the Council within 15 days
of the entry of this Agreement into force.
The President of the Council will be the minister of foreign affairs
of the Republic of Croatia, and the vice-president the minister of
foreign affairs of Bosnia and Herzegovina.
Article 5
The meetings of the Council will be held at least every four months
alternately in Zagreb and Sarajevo.
Article 6
This Agreement will enter into force after the reciprocal notice of
the Parties hereto that all requirements have been met as
envisioned by the legislation of each of the Parties hereto
concerning the entry of the Agreement into force.
Article 7
Upon its entry into force this Agreement will supersede the
provisions of the Agreement on the Establishment of the Council for
Joint Cooperation between the Republic of Croatia, the Republic of
Bosnia and Herzegovina and the Federation of Bosnia and Herzegovina
signed on December 14, 1995 in Paris, and concerning relations
between the Republic of Croatia and Bosnia and Herzegovina.
