INDIVIDUALS OBSTRUCTING TWO-WAY RETURN TO DANUBIAN AREA - VRKIC

ZAGREB, Oct 3 (Hina) - Director of the Croatian government Agency for Mediation in Particular Real-estate (APN), Ivica Vrkic, on Friday forwarded a letter to the UN Transitional Administrator of the Croatian Danubian area, William Walker, informing him of the case of Mrs. Vida Ruzicka from Bilje, who is temporarily accommodated in a refugee settlement in Cepin.
#L# The house of Mrs. Ruzicka in Bilje, Danubian area, is inhabited by the family of Milorad Jovanovic, who, besides his habitable, undamaged and vacant house in Bilje, refuses to leave the Ruzicka house until he is paid for his real-estate which he had offered to sell the Agency. The APN said in a statement on Friday that Vrkic's letter stated this was "yet another case of the obstruction of the return of displaced persons to the Danube river region in which irresponsible individuals due to their capriciousness give themselves the right to handle and expropriate property privately owned by another person, besides having their own whole and uninhabited house". "This way they also abuse the opportunity offered by the Croatian government to, in a humane way, help to solve the future existence of persons who have freely chosen to sell their real- estate in Croatia," the letter said. "We believe that by solving this case, UNTAES would give an example to others, that they cannot by their own free will use somebody else's private property, which would be an additional impulse to increasing the rate of return into the UNTAES-controlled area, as part of the two--way return of displaced persons and refugees," Vrkic said in the letter. By solving this and similar cases, UNTAES would also enable the Agency to fully complete its task for which it had been founded, to help permanently solve housing problems of both Croats and Serbs, according to their free will and choice, especially after they are provided with the full freedom to use their private property, by the abolition of certain provisions of the Law on temporary control and management of particular property, the Agency statement said.
