SERB PEOPLE'S CONGRESS INITIATIVE REP SPEAKS ABOUT RETURN OF DISPLACED

DISPLACED $ OSIJEK, Aug 29 (Hina) - The secretary general of the Serb People's Congress initiative, Veselin Pejnovic, told reporters in Osijek, eastern Croatia, on Friday that his association intended to lobby with the international community and Serb institutions in the Diaspora for the return process to proceed differently. Pejnovic said he advocated an "organized return in which economic assumptions must be defined" which, he added, referred to the return of people who will be able to revive economy thus creating conditions for the settling of social issues. We do not want social cases to return to Croatia, Pejnovic said, adding his association will try to influence the international community and the Serb Diaspora to ensure financial mechanisms which will provide economic assumptions for the return, i.e. new jobs in plants currently out of work. The principal culprit for the return-method employed to date was, according to Pejnovic, the international community, which "through its financial mechanisms" conditioned the governments of Croatia and Yugoslavia on what moves to make. As other aggravating circumstances, Pejnovic cited the inability of political organizations and Serb institutions in Croatia to influence the return process, the absence of leaders of the Serb ethnic community from the Croatian political scene in the last two months, and a lack of definition of the return's economic assumptions. The vice president of the Serb People's Congress initiative, Draga Solar, said the non-passing of a bill on war damage indemnity hindered the return of Croats to the Danube region and the return of displaced persons to other parts of Croatia.
