SARAJEVO, 29 July (Hina) - The International Crisis Group (ICG), a non-
government organisation which gathers a large number of renowned public
figures and ex politicians, on Tuesday issued a report on the situation in the
Bosnian Serb entity saying that the crisis in Republika Srpska could be
solved on the basis of decisions by the Constitutional Court of Bosnia-
Herzegovina. #L#
Explaining in detail all the circumstances which led to the conflict
between the Republika Srpska President Biljana Plavsic and the leadership
of the Serb Democratic Party (SDS), ICG analysts said that Plavsic's
decision to replace Interior Minister Dragan Kijac was not legal but that her
order to dissolve Parliament was.
The ICG, which has been analysing the situation in Bosnia-
Herzegovina since the signing of the Dayton agreement, warned in its report
that all decisions made by the Republika Srpska Assembly between 3 and
10 July were illegal, including those on starting legal proceedings before the
Republika Srpska Constitutional Court and disputing Plavsic's right to
command the army.
The Constitutional Court of the Serb entity should voice its opinion on
the crisis as soon as possible, but in case it decides to declare Plavsic's
actions illegal, the decision will be revised by the Constitutional Court of
Bosnia-Herzegovina.
Plavsic's impeachment would be possible only in case the
Constitutional Court of Bosnia-Herzegovina decided to declare her actions
contrary to the Constitution. If her actions are proved to be in line with the
Constitution, the Court should schedule new parliamentary elections, the
ICG report said.
