BOSNIA OFFERS YUGOSLAVIA ESTABLISHMENT OF DIPLOMATIC TIES

SARAJEVO, July 17 (Hina) - Bosnia-Herzegovina's Foreign Minister Jadranko Prlic said on Thursday that the establishment of full diplomatic relations between Bosnia and Yugoslavia would be offered to the Federal Republic of Yugoslavia as soon as possible. "Bosnia's Presidency has made such decision and I shall forward a letter to FR Yugoslav President offering the unconditional establishment of diplomatic relations between Bosnia-Herzegovina and FR Yugoslavia," Prlic said to reporters following a consultation with the Bosnian collective Presidency's members Alija Izetbegovic and Kresimir Zubak in Sarajevo. He added that after a response arrived from Belgrade, the Bosnian Presidency would take a final stand. On Thursday also, the Bosnian Presidency discussed a final make-up of the diplomatic and consular network based on principles of the Dayton accords. But the Serb member of the Presidency, Momcilo Krajisnik, did not come to the meeting in the National Museum's building in the Bosnian capital. According to Prlic, a consensus has been already achieved that Bosnia should have 28 embassies and four missions, but agreement on representation of all of the three Bosnian constitutive peoples at key posts has not been reached. A ratio of posts taken by Moslems and Croats is yet to be solved. Bosnian Croat officials insist on parity provided by the Bosnian constitution, whereas Moslems (Bosniaks) hold that the distribution of those posts should be in line with the 1991 census. According to conclusions of the Sintra conference, the Bosnian Presidency has to confirm the incumbent ambassadors or name new chiefs of diplomatic missions abroad until August 1, or it will be proposed to downgrade a level of diplomatic ties between Bosnia and other country.
