contracts.

Wednesday ended discussions on bills on sports, the procedure of taking-
over joint stock companies, and the purchase of goods, services and
allocation of work contracts. #L#
The bill on the procedure of taking-over joint stock companies was
presented by the president of the commission for securities, Ivica
Smiljan. The bill proposes the protection of small share holders from
physical and legal persons which would take over more than 25% of shares
of a joint stock company. According to the bill, physical and legal
persons who want to buy shares from share holders would have to offer
the highest price which was on the market in the last 180 days.
The committee for legislation supported the proposal in principle,
but presented several objections. The committee holds that the bill
would restrict entrepreneurship and the principle of free market, which
opposes constitutional principles.
The bill on the purchase of goods, services and allocation of work
contracts, which is one of preconditions for Croatia's admission to the
World Trade Organisation (WTO), was designed on the model of developed
countries, Assistant Finance Minister Josip Kulisic said.
The bill also regulates the spending of state money by obligatory
invitation of bids.
