Council (SNV) and the Commission Article 11, in charge of
monitoring the implementation of the Erdut Agreement, met in Zagreb
on Wednesday.
The two sides discussed the return of refugees, property
restitution, tenancy rights and the forthcoming conference on
reconstruction and development in Croatia.
Certain initial results have been made in the solution of these
problems but they are far from what has to be done, the two sides
said in a joint statement at a press conference after the meeting.
The SNV has expressed a wish and interest in participating in the

Democratic Forum (SDF) president Veljko Dzakula said.
The Commission Article 11 delegation included Austria's Ambassador
Rudolf Bogner, US Ambassador William Montgomery, the European
Commission's special envoy to Croatia, Per Vinther, Germany's
deputy ambassador, and the deputy head of the Organisation for
Security and Cooperation in Europe's (OSCE) Mission to Croatia.
Asked whether international representatives had received the
Croatian Government's programme of the donors' conference, Bogner
answered affirmatively adding the programme represented a
constructive basis for future work.
The Austrian ambassador also said he did not expect any specific
amounts to be promised at the conference.
The conference will rather enable its participants to become
acquainted with the projects. Each country participating in the
conference should choose individual projects which they will then
conduct and supervise, Bogner said stressing the importance of non-
discrimination of Croatian citizens in the reconstruction
process.
