SARAJEVO, Feb 10 (Hina) - The Office of the High Representative for
implementation of the Dayton peace agreement in Bosnia-Herzegovina
will entrust Swiss experts with drawing up a proposal for new
election regulations in Bosnia-Herzegovina, Deputy Hugh
Representative Jacques Klein said in an interview for today's issue
of the Sarajevo daily 'Oslobodjenje'.
Explaining his initiative which he presented for the first time at a
conference of the Croatian National Council of Bosnia-Herzegovina,
held last Saturday, Klein said that Swiss experts were chosen
because the Swiss have great experience in the organisation of
cantons and because many different ethnic groups live in
Switzerland.
The drawing up of new election regulations will also include
experts who did the same job for the United Nations, solving similar
problems in countries like Cambodia, Rwanda, Angola and
Mozambique.
The main aim is to enable the electorate in Bosnia-Herzegovina to
make choices on an ideological and not on a national basis in the
next elections, Klein said, adding that one should create such
conditions which could give multiethnic parties a greater chance of
success.
However, Klein was not sure that the task could be completed by
September, when new general elections are expected to take place.
