reorganisation of the state's Council of Ministers as suggested by
the other two Presidency members - Ante Jelavic and Zivko Radisic -
is not an attempt to impose a unitary Bosnia-Herzegovina but rather
to protect the Constitution, Izetbegovic's advisor told reporters
in Sarajevo on Tuesday.

proposal according to which the BH Council of Ministers would be
reorganised in such a way that it would be headed by one chairman,
and Council members would rotate on that position every six months,
which would secure equal national representation at the Council's
head.
The Croat and Serb members of the Presidency also suggested that the
Council of Ministers be organised in line with the principle of
parity and that decisions be adopted by consensus.
Trnka said the BH Constitution clearly spoke about the mechanisms
protecting the equality of the constituent peoples, but it did not
mention consensual decision-making at the Council of Ministers.
Such a method of adopting decisions, Trnka believes, would question
the efficiency of the Council of Ministers, which is already under
multiple supervision by other state institutions.
