ZAGREB, Nov 21 (Hina) - The Croatian Law Centre (HPC) expressed concern over the contents of the draft of a possible normative solution concerning the arrangement of the institution about Croatia's President's temporary disability to
perform his duties, which was signed by Vladimir Seks on behalf of the Croatian Democratic Union (HDZ). We are concerned about the fact that the aforementioned draft does not show clearly what it proposes - whether it was a supplement to the Constitution or the adoption of a Constitutional law, or an organic law, or an usual law, read a statement issued by the HPC on Sunday. As it is about the substitute for the President of the Republic in carrying out his Constitutional duties, this Centre believes that such replacement can be signed only with the Constitution. As it is about the substitute for the President of the Republic in

The Centre also recommended no action to be taken in a panic as
regards possible amendments to the Constitution, because such
change would be unacceptable.
This centre maintained that, under current circumstances, the
only
right thing to be done is that the Croatian National Sabor, the
Government, the Constitutional Court and all other state bodies
implement the Constitution such as it is, read the HPC statement
