Representatives concluded the 43rd session on Friday after voting
on a score items on the agenda.
The lower house was not dissolved on Friday, as the bench of the
Croatian Democratic Union (HDZ) withdrew its proposal on the
parliament's dissolution, due to the deterioration of Croatian
President Franjo Tudjman's health condition.
At the end of the session, Sabor President Vlatko Pavletic thanked
deputies for their cooperation during the joint work in the past
four years.
On Friday, the House of Representatives passed a decision on
temporary financing of public expenditures so that in the first
three months of next year 1.68 billion US dollars (12.2 billion
kuna) will be earmarked for covering such expenditures. This
decision is to be incorporated in a state budget for 2000, which is
to be adopted by the new composition of the Sabor after the upcoming
election and the parliament's constitution.
Three attempts of the opposition gave no results to make the Sabor
forbid the government to sell public companies in a period until the
constitution of a new composition of the Parliament. The Croatian
Peasants Party (HSS) has proposed such conclusion and although the
voting for this proposal had been conducted three times, it was
rejected each time by a majority vote.
Sabor deputies supported, by a majority vote, the appointment of
the new Education and Sport Minister, Nansi Ivanisevic.
They also passed a law on public rallies, a law on restriction in
usage of tobacco products, amendments to the law on MPs' rights and
endorsed the strategy on transport development of Croatia.
The lower house concluded that MPs had led a general discussion on a
report on the work of the Commission for the establishment of World
War II and post-war victims and it would forward all objections to
the Commission in order that it can react upon them and submit a
comprehensive and objective report devoid of any ideologising.
A discussion on and adoption of a final bill on the official usage of
languages and alphabets of national minorities has been left for
the new composition of the lower house. This move was proposed by
Vladimir Seks as the current MPs had not managed to harmonise their
views on some provisions. A two-third majority of votes is
necessary for the adoption of such a law, Seks reminded.
As the House of Representatives did not vote today on its
dissolution, the lower house, according to Sabor President
Pavletic, will be dissolved automatically in compliance with the
Constitution. This solution was agreed upon by presidents of all
parliamentary parties, Pavletic said after his meeting with those
parties' leaders.
The current House of Representatives was constituted on 28 November
1995, and its four-year term expires on 27 November this year, under
the Constitution.
