Accords, concluded in December 1995, is being marked in Ohio by a
conference during which Bosnia-Herzegovina's officials and the
international community's representatives should assess the
achievements and see what is to be done in the future.
Participants in the Ohio conference will first discuss the
implementation of the principle of responsibility in the political
and economic life, a process which High Representative Wolfgang
Petritsch initiated in Bosnia two months ago.
Other topics on the agenda are the security and safety in the
country as well as in the region, transition and market economy and
the development of democracy.
One of most frequently expressed objections to the implementation
of the Dayton peace agreements refer to a failure of the Bosnian
state leadership as well as of the two entities' authorities to take
over the task to conduct the deal instead of the international
community.
Jadranko Prlic, Bosnia's Foreign Minister and a participant in the
Ohio event, told the Voice of America that the implementation of the
agreements was not only the issue for Bosnian politicians. I do not
think that we have found an adequate way for co-ordinating
activities with the international community, the Minister added.
Present at the conference are U.S. diplomats in charge of south-
eastern European issues - Robert Frowick, James Pardew and David
Foley. Bosnian officials whose arrival has been announced at the
conference are Alija Izetbegovic, the Moslem member of three-man
Bosnian Presidency, Bosnia's federal Premier Edhem Bicakcic and
the Premier of the Serb entity, Milorad Dodik. In addition,
opposition leaders, international NGOs representatives and World
Bank officials are also attending the conference.
