ZAGREB, Oct 29 (Hina) - President of the Croatian Peasants' People's Party (HSNS) Josko Kovac on Friday suggested Croatia be divided into five electoral units in which 28 candidates would be elected into the Croatian National
Parliament in each. An electoral law and a law on electoral units must be passed, but not for one-time use, Kovac told a news conference at the Croatian National Parliament. Kovac held that the division of Croatia into five electoral units, with an electoral threshold of three per cent, would enable a fairer distribution of MP mandates, according to the d'Hondt method. According to him, the division of Zagreb into four electoral units is unacceptable. He suggested Zagreb be one unit.
