Croatian Opposition demonstrates their political attempt to
prevent the implementation of an agreement with the ruling Croatian
Democratic Union (HDZ) in May about fundamental institutes of the
electoral law, and the law on electoral units, HDZ main negotiator
Vladimir Seks said on Monday.
Coordinator of the Opposition Six Ivan Jakovcic on Monday said that
the Opposition Six would not continue the negotiations with the HDZ
on electoral legislature until the President voices his opinion on
the subject clearly, whether he and his party will ensure fair and
democratic elections, and whether they will accept the electoral
results, that is, allow parties or coalitions of parties, which
gain most votes in the elections, to form a government.
This is an old manner of the Opposition to add unpredictable and
unagreed conditions each time standpoints needed to be harmonised,
Seks said.
According to him, this is a political manoeuvre which aims at
extorting a confession for something which is not contentious at
all - that President Tudjman and the HDZ, in case of another
parliamentary majority, would recognise electoral results and act
in line with it, namely that a person from political groups that
ensure parliamentary majority would be appointed new prime
minister.
"I think their motive is the same as it was in the election of
constitutional Court judges, that they do not wish to participate
in the passing of important laws and decisions, so it can be their
alibi to justify failures at the elections", Seks said.
He added that talks on the parliamentary commission for monitoring
electronic media should have been held today at 1PM.
Opposition coordinator Jakovcic failed to show up at the meeting,
and did not inform anyone of this nor of the fact that the Opposition
Six set new conditions for the continuation of the negotiations,
Seks said. According to him, this is improper and is lacking tact
because he was not inform of the cancellation of the talks
regardless of reasons.
Stressing he has no intention of calling another meeting with the
Opposition Six, Seks said that the Croatian National Sabor's House
of Representatives would pass laws on the election of
representatives and electoral units, as well as regulations for
Croatian Radio Television's covering elections on October 29. he
stressed that the regulations were based on a motion of Council of
Europe's electronic media experts, adding it should ensure
equality among political parties and candidates.
Seks said he would receive the European Troika on Tuesday 8.15PM,
which is to present him with a demarche regarding the date of the
parliamentary elections and some elements of the electoral law, as
well as the cooperation with the International Criminal Tribunal
for the former Yugoslavia (ICTY). Seks also said that prospects of
changing the date of the elections were virtually nil.
