ZAGREB, Oct 12 (Hina) - Representatives of Voice '99, a civil
campaign for free and fair elections, on Tuesday announced it would
put forward a dozen amendments to the ruling party's electoral
bill, which should be passed at the next parliament session.
Voice '99 will also request the president of parliament to allow
that representatives of the campaign, with a group of intellectuals
and citizens, attend the parliament debate.
Campaign leader Tin Gazivoda announced the amendments would be
endorsed by representatives of many parliamentary benches.
The amendments refer to electoral lists, the representation of
minorities, women's quotas, students' voting, and the financing of
parties.
Present at today's press conference were also Ivan Supek, president
of the Croatian Movement for Democracy and Social Justice, and
Vjekoslav Vidovic, chairman of the Croatian Helsinki Committee.
Together with the two organisations, Voice '99 today issued a
public statement which asserts the ruling Croatian Democratic
Union's electoral bill violates human rights, by reducing duration
of the pre-electoral campaign, stipulating that it is possible to
vote only for a party, and not also for individuals, as in earlier
elections, and by a separate list for the Diaspora, which the three
organisations maintain does not guarantee the identical value of
votes of all Croatian citizens.
To put an end to manipulation, the citizens can only turn up at the
elections in as high a percentage as possible, they concluded.
