ZAGREB, Sept 16 (Hina) - Croatia's Reconstruction Minister Jure Radic on Thursday held talks with a delegation of the Returnees' Association, led by its president Mato Simic. Radic informed them that a housing commission, consisting
of representatives of the Reconstruction Ministry and local authorities, had inspected 4,000 flats in the war-stricken town of Vukovar and established that nobody lived in 25 percent of them, while many occupied flats had illegal tenants. As the usage of flats has been regulated by several acts and decrees, this issue is to be settled by a single decree of the Government referring to the right to use contentious flats. A few hundred empty flats in Vukovar will be offered to displaced people who must leave hotels soon. The delegation of returnees was also told that 742 houses in that eastern Croatian town were being now reconstructed. In addition,
