to the non-functioning of municipal authorities, was the main topic of a news conference, held on Tuesday in Livno (southern BH) under the chairmanship of Sven Lindholm, head of the OSCE office in Bihac. A press release said Barry stressed in the decision that the implementation of the Dayton agreement in Drvar was jeopardised and that the executive and legislative authorities had not been functioning in a satisfactory manner in the past year. According to OSCE regulations, this means that the High Representative and the OSCE Head of Mission are authorised to provide the municipality with a final and binding Arbitration Award in order to resolve outstanding issues. Drvar (a western Bosnian municipality) due to the non-functioning
of municipal authorities, was the main topic of a news conference,
held on Tuesday in Livno (southern BH) under the chairmanship of

A press release said Barry stressed in the decision that the
implementation of the Dayton agreement in Drvar was jeopardised and
that the executive and legislative authorities had not been
functioning in a satisfactory manner in the past year.
According to OSCE regulations, this means that the High

It is still not clear whether Barry's decision would annul the
implementation of the last election or dissolve the Drvar Municipal
Council, which would freeze the work of municipal authorities,
which are made up of Croat and Serb representatives.
The head of the Municipal Council Borivoj Malbasic said the
decision adopted by Barry could have also been adopted by the
Herzeg-Bosnia Canton government, which is acquainted with the non-
functioning of the municipal authorities.
Malbasic said Croat representatives would remain in their offices
in the Municipal Council. Serb representatives, employed with the
Municipal Council, are in the Bosnian Serb entity and have for some
time now not been participating in the work of municipal
authorities.
