during a Security Council debate on Thursday.
According to Simonovic, the UNTAES owes its success to measures
which were mutually complementing - from the process of
demobilisation, a political mission and transitional security
measures to Croatia's national strategy and program of
reconstruction and reintegration.
Yesterday's Security Council session, which focused on the
preservation of peace and security, demilitarisation,
demobilisation and reintegration, was called by the incumbent
Chairman, Malaysia's Ambassador Hasny bin Agam.
During a period of eight years, there were five U.N. missions in
Croatia, and only the one in the Croatian Danube River region was
successful, Simonovic said.
Factors which are of crucial importance for reconstruction and
reconciliation are post-war economic and social measures,
Simonovic said informing the session about Croatia's Amnesty Law,
programmes of education and employment of soldiers, loan
facilities, establishment of private firms and land leasing.
These measures are expensive and they are a burden to the national
budget, the Ambassador said, adding Croatia supported the idea of
one part of international support funds to be set aside for the
reintegration and rehabilitation of former soldiers.
The process of reconciliation cannot proceed without establishing
responsibility for war crimes. Justice brings trust, and trust
enables reintegration, Simonovic said.
