and Cooperation in Europe (OSCE) that the process of Croatia's
fulfilment of assumed commitments has come to a standstill, and
even worsening of the situation in some aspects, a Government
statement said Thursday.
The statement was issued after a session behind closed doors at
which the OSCE report on Croatia was discussed.
The OSCE mission drafts such reports every four months and assesses
progress achieved in the normalisation of relations and
democratisation of society in Croatia.
The Government said the way the Mission informs, as the context of
events in Croatia and its surroundings (the Kosovo crisis, economic
situation in the country) are not considered, "clearly
demonstrates a lack of objective observing of the situation -- or a
lack of readiness to do so," at the time of intense political
dialogue.
"The tone of the report is, unfortunately, greatly ruled by
emotions and apriorism, with an abundance of insufficiently
arguments and unbalanced assessments," the Government said in the
statement, "which inevitably leads to a truly unnecessary
disturbance of mutual cooperation".

intentional estimate of the situation in Croatia, "Motivated
primarily by the goal to implement the possible, or have certain
partial, even personal, interests, surfaced".
The Government stressed other international organisations in
Croatia were reporting about an obvious, although sometimes
insufficiently dynamic, progress, objectively and with good
intentional criticism.
The Government expressed particular regret abut the fact that the
usual consultations with representatives of Croatian authorities
did not happen in preparing the report, making it one-sided.
"The Croatian Government is not running away from noticed problems
and difficulties, it does not ignore its part of responsibility,
nor wishes to discontinue dialogue," the statement stressed.
The Government also expressed regret with the fact that the OSCE
report showed that, despite the displayed full transparency, will
for cooperation and efforts by the Croatian side, a satisfactory
professional and constructive level of relations with the heads and
staff of the OSCE mission has not been established.
"This is the fourth OSCE report in the past year, and every report
contains increasingly negative assessments of the situation.
Such a trend in the reports is unacceptable, as the reality is
clearly different," the statement said.
The Government added there could be stagnation in some areas, but
there is no negative general trend.
This statement yields a conclusion that the mission's work has
given no positive results, which is an "illogical thesis".
"The Croatian Government thus calls on the remaining partners in
the OSCE to open a discussion about the future modalities of work of
the mission, with the aim of reviving a constructive and
partnership cooperation which was reached in the initial period of
the OSCE mission in Croatia," the Government statement said. The
Government reiterated its readiness to continue its cooperation
with the OSCE.
