comprehensive reforms. At a news conference in Sarajevo Kauzlarich warned that the holding of a donors' conference, scheduled for the end of this month, was still uncertain, as Bosnia's authorities had failed to take serious measures to solve internal problems and meet previously set conditions. The American diplomat told reporters that problems in adoption of a state budget and ensuring the collection of customs tariffs were bringing into a question the $100-million assistance promised by the World Bank, regardless of the donors' conference. Robert Kauzlarich, on Thursday criticised authorities in that
country over their irresponsible attitude toward demands of the
international community aimed at speedy and comprehensive
reforms.
At a news conference in Sarajevo Kauzlarich warned that the holding
of a donors' conference, scheduled for the end of this month, was
still uncertain, as Bosnia's authorities had failed to take serious
measures to solve internal problems and meet previously set
conditions.
The American diplomat told reporters that problems in adoption of a
state budget and ensuring the collection of customs tariffs were
bringing into a question the $100-million assistance promised by
the World Bank, regardless of the donors' conference.
Assessing that authorities in Bosnia were functioning badly, the
Ambassador told eligible voters to reconsider whether elected
bodies were really representing their true interests.
Kauzlarich also criticised authorities in the Federation of
Bosnia-Herzegovina due to a failure to adopt acts which may enable
foreign investments and due to a delay in passing a law on the
federal Radio and Television as well as problems which appear in
minority returns, particularly in the Sarajevo area.
Citizens of Bosnia-Herzegovina deserve better authorities than the
current ones, the American said.
Responding to a question about the recent misunderstanding between
Clinton's special envoy to the Balkans, Robert Gelbard, and the
leadership of Bosnia's Croatian Democratic Union (HDZ), Kauzlarich
said Croatian officials including Ante Jelavic would have to
continue cooperating with the US President's envoy, since they are
obliged by their public functions to do so.
Kauzlarich said both federal partners were to be blamed for the
discontinuation of the conduct of the "Equip and Train " programme
for the Croat-Moslem federal army. He declined to give additional
explanations saying that to disclose details at the moment would
not be productive.
