Canton on Tuesday signed a declaration regulating the education
system and interior affairs in the canton.
After a seven-hour discussion, the document, entitled "Travnik
Declaration", was adopted and signed by Prefect and Deputy Prefect
Branko Golub and Adnan Terzic, and the competent ministers and
deputy ministers. A co-signatory to the agreement is an
international mediator for Bosnia's two entities - the Croat-
Muslim Federation of Bosnia-Herzegovina and Republika Srpska -
Christian Schwarz-Schilling.
According to the document, an economically sustainable education
system must be combined with the preservation of the cultural
identity of all people, with high salaries for teachers, good
financial conditions for students and an optimal use of facilities
and equipment.
Since activities in the establishment of security forces have come
to a halt, by May 15, the canton interior ministry is to draw a plan
of uniting administration, which should represent a real start of
joint police activities.
The Declaration also welcomes the establishment of a coordination
body and a security committee for returnees, which, it was said,
will attract foreign help.
Insisting that the Central Bosnia Canton as soon as possible adopt a
joint curriculum and a programme of pre-school, primary and
secondary education, Schwarz-Schilling said one had to take into
consideration the highest standards and principles of preservation
of cultural and national identity and language. Croat and Bosniak
peoples in the canton have the right to separate programmes in that
aspect of education, as well as to joint programmes in science
subjects, he added.
