DRAFT TEXT OF KOSOVO PEACE ACCORD'S PRINCIPLES SUBMITTED

RAMBOUILLET, Feb 7 (Hina) - Contact Group representatives on Sunday submitted the framework text of principles of a peace agreement on Kosovo to Yugoslav and Kosovo Albanian delegations. The text, submitted in Rambouillet, where a peace conference on the conflict-ridden south Yugoslav province is taking place, was accompanied by the peace agreement's first three annexes: on the constitution, elections, and an ombudsman as a representative of the international community in Kosovo. One of three press representatives of Contact Group mediators in Rambouillet, American Philip Reeker, did not want to speak about the contents of the documents. Reeker just said the proposed solutions contain many principles which the two delegations accepted when they agreed to attend the peace conference. The spokesman also avoided to answer who was heading the Kosovo Albanian delegation, but added both delegations had a serious and working approach to the negotiations. Asked about a deadline when the Yugoslav and Kosovo delegations might sit down to negotiate, Reeker said the delegations themselves would be the ones to choose the deadline, depending on the course of negotiations discussing concrete solutions and their details which, he added, should begin on Monday. He announced several annexes on other issues in the peace agreement to be reached by week's end, when the first deadline for reaching the agreement expires. (hina) ha
