Friday to discuss the implementation of the memorandum of
understanding concerning the return of refugees to these two
federal municipalities.
The memorandum was signed by the authorities of two municipalities
in Bugojno on August 1, last year, through the mediation of a German
diplomat, Christian Schwartz Schilling.
Hans Schumacher, a Deputy High Representative for Bosnia-
Herzegovina, attended Friday's session to introduce the High
Representative's special envoy for the Bugojno and Prozor-Rama
municipalities, Urlich Bucher.
Bucher's task is to help implement the Dayton peace accords in the
two municipalities.
At the meeting the parties agreed that mayors of Prozor-Rama and
Bugojno, Dragan Meter and Dzevad Mlaco respectively, along with
Bucher, should made reports on the number of Moslem and Croat
returnees to the two municipalities.
Schumacher stressed that the municipality of Bugojno should find
adequate facilities for the school building for Croat children who
are now attending classes in the house of the parish priest.
This German diplomat insisted on the return of offices and
workshops another business premises to their owners Croats in
Bugojno.
He added that the Office of the High Representative (OHR) could do
nothing else as regards reports of the federal ombudsmen and the
Organisation for the Security and Cooperation in Europe (OSCE) on
the illegal appropriation of the land owned by Croats where an
Islamic centre is planned to be built by Bugojno municipal council
and the Bugojno authorities' rejection to discontinue the
construction. The OHR only recommended the discontinuation of the
construction of the centre.
The public attorney of Central Bosnian Canton and Federal Premier
Edhem Bicakcic are authorised to take necessary measures in this
case, Schumacher explained.
