Issues about which concerns were voiced or estimates by the CoE
rapporteur about insufficient or slow progress are primarily the
reform of the electoral law (regarding the current way of
representation of the Croatian Diaspora), giving up on the
privatisation of the Third Programme of the Croatian television,
and several issues regarding the return of Serbs to their homes in
Croatia, including reasons for some of them leaving Croatia.
The report mentions problems surrounding the return of displaced
Croats and points out the significance of reconciliation.
