Addressing a conference of the US Agency for International Development (USAID), Albright tackled guidelines of the U.S. policy. She stressed that in the past 50 years democracy had proved to be not only a model of rule but also a strong guarantee of the international security and peace. Albright spoke about adequate assistance to democratic forces in countries which were not yet free. She cited Serbia and Myanmar (Burma) in that context.
