HHO WORRIED BY SOCIAL SITUATION AND HUMAN RIGHTS

ZAGREB, Oct 24 (Hina) - Croatia's Helsinki Committee (HHO) on Tuesday voiced concern over the social situation and the human rights' situation in the country. HHO member Zarko Puhovski complained that human rights were further being violated although it was contrary to the pre-election promises of those who won the vote. Speaking at a news conference in Zagreb, Puhovski said that owing to debates on the recent past, the mentioning of real social problems was avoided. To prove his assertion he cited a recent discussion on the Homeland Defence War. "By the Sabor's adoption of a Declaration on Homeland Defence War, attempts are being made, among other things, to discard the responsibility of the Croatian state for aggressive conduct in Bosnia-Herzegovina," Puhovski said. Commenting on human rights, he said that people were being taken by police for interrogation at 05.30 hours, and that force was unnecessar

"By the Sabor's adoption of a Declaration on Homeland Defence War, attempts are being made, among other things, to discard the responsibility of the Croatian state for aggressive conduct in Bosnia-Herzegovina," Puhovski said. Commenting on human rights, he said that people were being taken by police for interrogation at 05.30 hours, and that force was unnecessarily used when special policemen with black balaclavas raided citizens' houses. The entire discussion on the Constitution's changes can be reduced to the debate on who will enjoy greater powers - either the President of the Republic or the Prime Minister - Puhovski accused the incumbent authorities. On the other hand, it is not clear in the Constitution what the notion of nation or people covers and what the citizen and what the national are, which hinders the protection of rights of subjects, as they are not constitutionally defined, Puhovski said adding that there was no need to hasten with the changes to the Constitution. HHO President Izet Aganovic announced a two-day conference on human rights in south-eastern Europe and on European integration processes for November in Zagreb. (hina) jn ms
