they need it, Croatian President Stipe Mesic said at the opening of a three-day international conference on health insurance. The conference, entitled "Health Insurance in Countries in Transition" opened in Cavtat (south Croatian coast) Friday and gathers about 400 participants from more than 40 countries. The way in which health insurance functions should be ameliorated and special status should be given to the elderly, Mesic said in his opening address. He stressed he had motioned a charter on the rights of patients whose main principle should be the guarantee of a patient's health being a priority. Moreover, the relationship between doctor and patient should have a prominent role in the health

"A solid and effective health system is a general human right and it
is the task of every government to secure this standard to its
citizens," Mesic asserted.
The conference in Cavtat was opened by chairman of the World Health
Organisation administrative committee, Jorje Jimenez de la Jara.
