would propose to be the subject of the reconstruction of the
Government, cooperation with him is satisfactory and he is
necessary to this Government, Prime Minister Ivica Racan told a
press conference held after a Government's session Tuesday
commenting on speculations of a part of media.

Commenting on the headline, during the Government session Racan
said Granic was absent today due to his trip to Rome and Vatican
where he is a part of a Croatian delegation headed by President
Stipe Mesic.
The Government's endorsement of a motion that constitutional
changes be approached, Racan assessed as a significant act, because
this fulfils pre-electoral promises about the changing of the semi-
presidential system into parliamentary, and solves open issues
between senior state bodies.
It is also significant that President Mesic and I reached a
consensus, said Racan.
He stressed it would be positive that amendments to the
constitution be passed in the Croatian National Sabor by a
consensus. We will try to achieve this, said Racan.
Croatian Justice Minister Stjepan Ivanisevic also discussed
planned changes. Ivanisevic is the head of the Opposition Sic
working group in charge of a draft text on amendments. He reiterated
the greatest part of changes referred to the organisation of the
state authority, which includes the strengthening of the role of
the Government and the Sabor and create a frame for a serious
decentralisation of the state.
The issue of the representation of the Diaspora is still open,
Ivanisevic told reporters. he said there were plenty of ideas that
representatives of the Diaspora be included in the House of
Counties (at the moment they are included in the House of
Representatives), however, a consensus on the issue has not yet
been achieved.
The original basis of the Constitution would not be changed, said
the Minister when asked to name national minorities in that part of
the Constitution. He said that no country could allow itself a
luxury to name minorities.
