ZAGREB, June 14 (Hina) - The Organisation for Security and Cooperation in Europe (OSCE) mission in Croatia is contended with a majority of moves the Croatian Government has taken in attempts to settle the most important issues. This
will probably be expressed in a new progress report on Zagreb's fulfilment of its international commitments, said a spokesman for the OSCE mission, in Zagreb on Wednesday. In a short period the Government achieved much in the process of democratising the society and normalising the state of affairs after the conflict, the spokesman Alessandro Fracassetti told a news conference held by the OSCE and UNHCR. In spite of the serious economic situation, Croatian authorities
have started tackling some key issues such as alterations of the
legislation, improvement of conditions for promoting the freedom
of media and the strengthening of the cooperation with the Hague-
based International War Criminal Tribunal for former Yugoslavia
(ICTY), he told reporters.
The OSCE hails the Government's statement that there is no
collective guilt in war crimes and on insisting to individualise
the accountability for those crimes, Fracassetti said.
He added that there was noticeable improvement in Zagreb's stand on
the regional cooperation including its clear wish to comply with
the Dayton peace accords.
Fracassetti commended the Croatian Government for its treatment of
refugee returns and for the June 5 joint statement signed by
representatives of the Serb Democratic Forum, the Serb National
Council and the community of Croatian immigrants.
He announced that in the mid-July the OSCE mission's head Bernard
Ponchet would notify the OSCE Permanent Board in Vienna of most
important conclusions of the Progress Report on Croatia. This
report is being complied now.
