Racan did not want to give any details about the agreed measures
because "it is pointless to discuss those measures if they are not
implemented." It was concluded at the meeting that the draft
constitutional changes drawn up by a coalition's working group be
forwarded to the Sabor in June so as to enable changes to the
Constitution in September, once the concept of constitutional
changes is adopted.
Sabor President Zlatko Tomcic confirmed that parliament would
discuss the draft constitutional changes proposed by the coalition
as early as June, and that the coalition's working group and that of
the President of the Republic would probably merge. Tomcic expects
that a joint draft on constitutional changes would probably be
forwarded to the Sabor in June despite the fact that the two groups
have different proposals regarding the dissolution of the House of
Counties.
Racan assessed that the proposal of the six party coalition would
probably not include changes to the organisation of the Croatian
National Parliament.
