RETURNEES' ASSOCIATION URGES MESIC NOT TO RATIFY RECONSTRUCTION LAW

OSIJEK, June 2 (Hina) - The Association of Returnees of Croatia (ZPH) on Friday called on Croatian President Stipe Mesic to refuse declaring the Law on Amendments to the Law on Reconstruction, adopted by parliament's House of Representatives. In a letter to the President, ZPH says the amendments law "equates the rights of the aggressor and victim of the Homeland War." According to the letter, the earlier reconstruction law "made it clear that it referred to the elimination of damage resulting from the aggression by Serbo-Chetnik and other paramilitary units on RH (Republic of Croatia), while in the current law one could interpret that the Homeland War was the cause of the damage." The question is what about the priorities of displaced persons with no veteran's status," reads the letter. "Topping it all is a provision stipulating that a convicted war criminal's family has the exact same rights as families of victims killed by convicted war criminals or their like," ZPH believes. Those changes, reads the letter, "rescind the rights of immigrants, the rights of young families to support in the equipment of households, and introduce new rights for those who killed, demolished and expelled." "We believe these are sufficient reasons for us to call on you (Mesic), on behalf of all displaced persons and returnees, veterans, invalids and victims' families, in keeping with your constitutional powers, to refuse declaring the Law on Amendments to the Law on Reconstruction," reads the letter, signed by ZPH president Josip Kompanovic.
