that of the Upper House two days. and a session of the House of Counties for May 9.
The fourth Lower House session will last six, and that of the Upper
House two days.

conduct inter-party consultations on extremely important bills

The Lower House will debate in second reading bills of amendments to
the Constitutional Law on the rights of minorities, the law on the

minority languages, and the reconstruction law.
Arlovic must also conduct inter-party consultations on the
appointment of the Croatian National Bank's new governor and Hina's
new manager, which is also on the agenda of the fourth Lower House
session.
The Lower House is to continue debating a report on the ombudsman's
work in 1999, a final bill of amendments to the Law on Internal
Affairs, a report on the work of the Croatian Radio-Television
(HRT) Council, and a report on HRT's work in 1999. Debates on the HRT
reports will ensue after revision findings.
The Lower House agenda also includes a HRT bill motioned by Jadranka
Kosor of the Croatian Democratic Union (HDZ), and an Upper House-
motioned bill of amendments to the law on obligations and rights of
state officials. The latter was included on the agenda by urgent
procedure due to incomplete provisions on MPs' pensions.
The House of Representatives has a new bench, that of the Democratic
Centre party, which was formed by former senior HDZ officials who
left the once ruling party after January's parliamentary
elections. The president of the bench is Vesna Skare-Ozbolt.
