ZAGREB, April 26 (Hina) - Representatives of the Croatian
government on Wednesday announced a series of changes in
legislation in view of facilitating business for entrepreneurs.
A bill of amendments to the crafts law could be on the government's
agenda next week, and adopted by parliament by the end of June,
Deputy Premier Slavko Linic and Crafts, Small and Medium-Sized
Entrepreneurship Minister Zeljko Pecek told the Crafts Forum in
Zagreb.
Linic and Pecek said bills of amendments to the profit tax law,
according to which reinvested, namely undistributed profits would
be exempt from tax, and several other legislative changes were also
in the final stages of preparation.
The Crafts Forum is being held as part of the Zagreb Trade Fairs'
International Crafts Fair.
Craftsmen were mostly interested in issues relative to tax relief,
and government measures for the stimulation of export.
Deputy Premier Linic announced the government would ensure
additional means for the Croatian Bank for Reconstruction and
Development to follow export. More favourable loans are also
necessary, he said, adding he thought interest rates would continue
dropping and could fall below ten percent by year's end.
The government's representatives also announced bills of
amendments to the law on cooperatives and the law on foreign
exchange operations. These amendments would equalise the domestic
and foreign markets because, it was said, it is illogical that
export entrepreneurs have to pay Value Added Tax if they fail to
collect external claims within three months.
The craftsmen were critical of a bill on the stimulation of foreign
investments. We do not recognise craftsmen in a bill which refers
only to investments exceeding six million kuna (US$715,000), said
Stjepan Safran, president of the Croatian Chamber of Crafts.
Minister Pecek said the bill aimed to create an investor-attractive
climate because the arrival of big systems incited cooperation with
small and medium-sized entrepreneurs.
This year's 42nd crafts fair features 330 investors, including 50
from seven countries.
