Palmer said the Council of Europe had expressed readiness to
involve its experts to provide advise to the Government on the
drawing up of the law, which should enable the transformation of the
HRT into a public television.
At a regular news conference of the OSCE and the UNHCR in Zagreb,
Palmer denounced most harshly an event on the island of Vir where on
March 1 a Serb returnee had been killed, but also commended the
expedient and effective reaction by police who identified and
apprehended three suspects.
Such incidents, however, Palmer stressed, should not be an issue
for police, and the Mission has observed a lack of public
denouncement of this act by political leaders both on the national
and local levels.
UNHCR Mission spokesman Andrej Mahecic said high commissioner for
refugees Sadako Ogata would visit Croatia on March 16.
Ogata will visit some areas in western Slavonia which would be
included into initiatives of the Stability Pact, and hold talks
with the most senior Croatian officials.
