the European Commission reaffirmed its positive assessment of the
course and results of the recent election in Croatia, supporting in
its suggestion to the EU Council of Ministers a political dialogue
with Croatia and ensuring a prospect of an agreement on
stabilisation and association.
The recent events in Croatia are encouraging and they could
represent a turn in the country's policy, the Commission said in its
conclusions, adopted on the basis of the report.
Despite the Commission's concern, caused by some regulations of the
electoral law and the lack of impartiality on the public
television, the elections were conducted in a peaceful and orderly
atmosphere, which proved that Croatian citizens strongly wish for
changes, the report said.
The new state leadership has a chance to lead Croatia to the path of
full democracy and in a short period demonstrate a wish for
eliminating political problems which so far have been preventing
the development of relations between the EU and Croatia, the
Commission said.
The Commission sent its report to the EU Council of Ministers and
European Parliament for consideration and decision-making.
Croatia's new government is urged to take measures which are
necessary for the EU to make a decision on increasing its assistance
and starting to draw up a report on Croatia's potential to open
talks on an agreement on stabilisation and association.
In the meantime, instruments such as political dialogue and
cooperation through the Task-Force will be useful in encouraging
and following the development of the situation, the Commission said
at the end of its report.
The introductory part of the report refers to the EU's regional
approach toward south-east European countries and processes of
stabilisation and association in south-east Europe.
Apart from Croatia, the report also includes the latest assessments
of the situation in Bosnia-Herzegovina, Macedonia, Albania and
Yugoslavia, with special emphasis on Montenegro and the situation
in Kosovo.
