Statute. "In the absence of a decree or law (on cooperation with the International Criminal Tribunal for the former Yugoslavia), the Hague tribunal's Statute is implemented," said the minister. The arrest of the Banovic brothers was in the jurisdiction of Serbia's Interior Ministry, Zivkovic said, adding the two were not Yugoslav citizens. Yugoslavia is expected to pass a law on cooperation with the ICTY by the end of the year, according to the minister, who maintains this cooperation is "imperative." The ICTY has charged the Banovic brothers with crimes in Keraterm, a Serb detention camp near Prijedor in north-western Bosnia, where Muslims were tortured and killed in 1992.(hina)
