Kosovo, Milan Ivanovic, have called on Serbs to boycott the November 17 elections. After a meeting on Monday, the Serb leaders urged the boycott claiming minimum conditions for participation in the vote had not been secured. The Serb coalition "Povratak" (Return), which gathers parties of the ruling DOS coalition, has supported the decision of the Yugoslav authorities that Kosovo Serbs should vote in the upcoming election.
