ZAGREB ZAGREB, Oct 17 (Hina) - The Croatian Employers' Association (HUP) head, Zeljko Ivancevic, on Wednesday said Croatian managers as well as union leaders did not understand enough the meaning of collective negotiations as the
chief instrument for regulation of labour relations. "Social partners are not on best terms, and they approach the collective agreement with insufficient preparations and with no good will to reach workers' rights that will be acceptable to both sides," Ivancevic said at a round table on labour legislation in the practice. He holds that labour laws could substantially contribute to the economic development but they are often misused and applied inconsistently.(hina) sb ms
